The United Kingdom and the United States have established a important bilateral deal that will keep no levies on UK medicine exports going into the American market.

Agreement Details of the Deal

As part of the deal, the UK has pledged to boost funding on medicines through the public health system. This move ensures that duties on these key goods will stay at nothing for a timeframe of 36 months.

This agreement comes after previous warnings to significantly raise duties on patented drug products, with increases discussed up to double the cost.

"This agreement between the UK bolsters the global environment for innovative medicines and introduces long-overdue fairness to transatlantic pharmaceutical trade," a statement noted.

Commercial Impact

Medicines represent one of the the United Kingdom's biggest goods shipped to the America, which is clearly the primary market for major British pharmaceutical firms.

Export figures reveal that in the 12 months leading up to last September, the UK shipped pharmaceutical products totaling £11.1bn to the US. This amount made up 17.4% of total UK exports in that span.

"This guarantee safeguards jobs, increases capital expenditure and paves the way for the UK to establish itself as a worldwide center for life sciences," the Business and Trade Secretary stated.

Specific NHS Changes

The deal involves several notable pledges from the United Kingdom:

  • Price Threshold Increase: The UK will lift the affordability limit at which it deems new therapies to be unaffordable by twenty-five percent.
  • Increased NHS Spending: There is a goal to double overall public funding on drugs from 0.3% of Gross Domestic Product to 0.6% over the coming ten years.
  • Rebate Cap: The amount pharmaceutical firms must refund to the NHS to stay within budget will be restricted at fifteen percent. In the past, refunds were more than twenty percent.

Broader Context

The pact follows a protracted dispute between the drug companies and the ministers over drug pricing and NHS adoption.

These tensions were heightened by claims that American patients were charged several times more for the identical medicines than patients in the other developed nations.

In recent months, several significant manufacturing plans in the UK have been paused or cancelled, while major funding commitments have been announced toward US facilities.

One official acknowledged that the NHS needed to spend more on medicines, noting that its budget allocation on drugs had shrunk as a share of its total funding over the last ten years.
