The Former President's Woke Warning Misses Europe's True Threat: Technological Decline.

Donald Trump's security policy document offers a flawed assessment of the European Union. The document asserts that unrestrained immigration and what it terms "woke" policies represent an grave threat to European civilization. Yet, this argument is based on a serious misreading of the reality. The actual danger confronting the EU is not societal but technological and economic lag.

A Glaring Growth Divide Separating the US and Europe

The data reveal a sobering picture. From 2008 and 2023, US GDP grew by eighty-seven percent, compared to a mere 13.5% growth for the European Union. During this period, European income per person fell from 76.5% to just half of the American figure. Strikingly, even the poorest US state now has a greater average income than several leading EU nations like Italy and France.

Currently, about half of the global top fifty tech companies are American, while only four are from Europe.

The Innovation Deficit: A Critical Question

The growing disparity is driven by stronger efficiency gains in the United States, largely due to breakthroughs and higher total factor productivity. The landscape of world technology leadership is decidedly American. In the last five decades, hundreds of American startups have scaled into companies valued at over $10bn, versus only fourteen in Europe.

This disparity prompts a vital issue: In the race for future industries like semiconductors, AI, and fusion energy, what is the EU positioned? Experts widely concede it is essentially a contest between two involving the United States and China, with European nations entering at a significant handicap.

Root Causes of Europe's Technological Lag

Several major reasons account for this technological divide.

  • Venture Capital: The United States has a far deeper and agile network for funding startups. Europe has yet to establish a true capital markets union, a factor that caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hinder Europe. A US startup can launch a service under a single set of laws to access a market of hundreds of millions. The EU, despite a bigger population, is divided among 27 different national regimes, creating significant internal barriers.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In parts of Europe, business failure was historically viewed with stigma, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in defense has eroded its ability in breakthrough innovation.

The Road Ahead: Reasons for Cautious Optimism

In spite of these challenges, one can find reasons for optimism. Policymakers are increasingly aware of the severe threat and have started to propose substantial change. Key analyses on European competitiveness and the internal market highlight the necessity of sweeping reforms.

With the right incentives and rule changes, Europe's strengths might enable far greater levels of commercial innovation.

The continent retains considerable strengths: skilled human capital, excellent schools and universities, and world-class research institutions. Coupled with a vast domestic consumer base and high savings rates, these elements could unleash a surge of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in creating next-generation tech, it can still significantly increase economic output by adopting and adapting advancements from elsewhere.

A Critical Juncture

The European Union now faces a decisive crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, the continent's technological decline has been steady. However, without decisive action to tackle its deep-seated problems, today's slow erosion could give way to a rapid and permanent decline in world influence.
