Sheff Wed Deals with Serious Challenges, Says New Football Authority

'We are going to be a part of football's future' - football oversight chief the new chairman

Sheffield Wednesday's current difficulties constitute a "significant problem" and the independent regulator is seeking powers to examine team situations in comparable cases, its new chair the official has declared.

Through a comprehensive talk, the chairman, who was recently selected, showed understanding towards the club's followers.

The chairman convened with four supporter groups representing the Championship side in recent days.

The team have been struggling on and off the field in 2025, with the club delaying salary disbursements on five separate occasions, including in last month.

"Clearly Sheffield Wednesday has been a major concern for the league and a major challenge for the sport," the regulator explained.

"The club represents one of the historic institutions for football in England and in recent days we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will permit us to bring Wednesday and comparable cases referred to us if they warrant scrutiny and addressed."

Economic Challenges and Proprietorship Status

The team's struggling chairman the Thai businessman suggested earlier this year he would be willing to sell up at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Missed wage deadlines on time in March and May resulted in restrictions being imposed by the football authorities in mid-year, preventing the club from carrying out any player acquisitions for the next three transfer windows, although that restriction was lifted in late summer.

Authority's Position

The regulator explained: "The position was created for the fans of Sheffield Wednesday, Bury or any football club where people are committed to a community organization that has been part of their lives in multiple situations.

"I fully appreciate the club's situation, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for reasons that have nothing to do with the fans themselves."

Inquired if the oversight body could require an chairman to relinquish a club if they are considered unfit, Kogan said: "If your question is 'would we intervene in the final instance?', the response would be once we assemble the facts and comprehend the circumstances, we will."

But the chairman emphasized that forcing owners to sell clubs would be viewed as the ultimate measure and the oversight body would choose to work with them.

"The final option we would consider is start getting involved with an specific team, an specific proprietor, without being able to work with that proprietor to address the problems affecting the organization and the chairman's encountering," the regulator explained.

"However, realistically, when you look back over the history of football, over the last 20 or 30 years there have been certain proprietors, few in number, but certain individuals who have acted carelessly in the approach they have taken toward their clubs and ultimately decline to assume obligation for the future."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to detail the scope of the authority recently and maintained it represented a "forward-thinking discussion" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if we get it wrong, if the sport makes errors, the significant advances achieved could disappear swiftly," the regulator warned.

"And that's what nobody wants in the context of the English game is a huge success story - we've got to keep it going.

"There's an enormous amount of money coming into football and has been channeled for the recent generations, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to take a really clear view on challenges and obviously, of the coming seasons."

Elite Division Worries

Top flight officials resisted the establishment of an oversight body because of concerns about detrimental effects on the Premier League's sporting equality, but the chairman responded: "I fully support the success and growth as an economic entity of the top division.

"I of all people understand the worry about compromising the division as a high-quality offering of England. But concurrently, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, in fact, they have been telling us in private they have a high level of reassurance."

Ideological Links

The chairman continues to confront a "thorough examination" by the public appointments commissioner after he disclosed making donations to the opposition group in the past.

The chairman provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the regulator explained.

"I am no longer involved in any type of partisan engagement."
